If you want to go for Generator/Farming/Mining districts on the planet, build up those first and then decide if you want to add City districts for more buildings.

I build as much city districts to unlock all building slots, then I replaced them with usefull districts like generator districts and so on The City district is what is providing that slot, if you destroy it you lose it. You need to keep the City districts otherwise you lose the building slot. Is it not possible to keep all building slots running if you don‘t have enough city districts? They're a very inexpensive and effective way to get more building slots and housing. TL DR just build however many City districts you need. What is the best way to build a stable planet with as few city districts and all building slots?
